About The Speaker

Matt Corzine
VP of Operations
GSA National

Matt Corzine serves as Vice President of Operations at GSA National with responsibility for day-to-day operations including customer service, operations/financial analysis, and benefits administration. He is an accomplished operations executive with 14 years of experience guiding operations, technology, administration, and support teams in business development, process improvement, and service delivery excellence. Matt’s experience at GSA includes the implementation of a new web-based benefits enrollment platform integrated with GSA’s proprietary benefits administration system. Matt is a graduate of Vanderbilt University and a member of the International Foundation of Employee Benefits Plans and the Professional Services Council.


Session Description

GSA National is pleased to announce a Service Contract Act Lunch & Learn specifically geared for NOVA SHRM's Government Contractors group. This SCA overview is designed to provide a high-level understanding of the Service Contract Act and its importance in the government contracts arena. The program will provide attendees with a general understanding of the following areas of SCA:

  • Fringe Benefit Compliance
  • Wage Determinations
  • Health & Welfare (H&W)
  • H&W Compliance Methods
  • Vacation and Holiday Benefits
  • Executive Order 13706 – Paid Sick Leave for Workers on Federal Contracts
  • Employee Communications
  • SCA Enforcement & Penalties for Non-Compliance


Benefits and Learning Objectives

This program is designed to help human resources professionals administer the requirements of the Service Contract Labor Standards statute (formerly known as the Service Contract Act). The program will provide an introduction to the SCA, including applicable labor requirements and coverage of the Act. In addition, the program will help contractors identify key risks and common mistakes in administering SCA covered contracts.
